Hillsboro Police Investigate Reported Rape/Kidnap Case

On May 10, 2011 at 6:20 PM, a Hillsboro woman came to HPD station-1 to report that she had been raped and kidnapped earlier that day.
The 26 year old female victim reported that on May 10, 2011 at 11:30 AM she was walking on SE Oak Avenue between SE 10th and 12th Avenues when she was approached by a male in a black 4 door Chevrolet Malibu.
The suspect stopped and asked her if she would be interested in a baby car seat and stroller, that he had one.
She refused and then she stated that the suspect pulled her into his car and they drove from the location north on SE 12th.
She did not make any attempts to get out of the car as the suspect drove approx 3 miles to the 1800 block of NE 12th, his residence.
The victim then stated that the suspect pushed her into the house after she got out of the car on her own. Inside the residence, the victim reported that she was raped and that she felt unable to leave the location based on fear of the suspect until approximately 6:15 PM, when she ran to a neighbor’s house near the location, whereby the neighbors brought her to the police station.
The suspect did not threaten the victim, nor did he have any weapons during this crime.
The victim was treated at a local hospital and was released.
Detectives from Hillsboro Police Street Crimes Unit and patrol officers continued the investigation whereby the victim positively identified the suspect from photographs.
Detectives identified the suspect as JOSE CARLOS PORTILLO-VENTURA, age 47, of Hillsboro.
On May 10, 2011 at 11:30 PM, detectives located the suspect at his work place of employment in Forest Grove and took him into custody.
He is charged with Rape-1, Kidnapping-1, and Assault-4. He was lodged in the Washington County Jail.
